CN23 Customs declaration value with tax?

Hello, I want to send a package to the USA. They're asking for the value of the goods. Do I have to enter the total including 19% German VAT, or just the net total? That is, the pure value of the goods, without tax?

You give the purchase price when it’s a private package. So including VAT.

Value and € sign.For new goods please specify the purchase price. For used goods, specify the current used value (e.g. take comparison price from eBay)

Value of goods with tax. I assume that you are not a “input tax entrepreneur” but private. Then you cannot claim the tax and pay gross.

So the gross amount (which you have actually paid) must also be declared

If the goods are permanently transferred outside the country, the foreign acquirer can reimburse the German turnover tax and must pay the sales tax there and, if necessary, customs when imported into his home country.

In your gift, I would therefore assume that at the moment of the border crossing it has the value without VAT/added tax.
