Closely missed a pedestrian, fine?

Hello, I experienced the following situation today:

I was driving through a 30 km/h zone and briefly looked to the right because I was looking for a place to park my motorcycle. When I looked straight ahead again, I suddenly saw a man and a woman with a stroller crossing the street from the left. They were already on my side of the road (I should have seen them before that; I can't explain how that happened). I then swerved to the right and drove past them relatively closely. Luckily, no one was hurt and it wasn't particularly close – the distance was about one meter – but I wanted to ask if there could still be a fine for that.

Perhaps yes, it is not possible to say without knowing the specific situation and location.

You might have had to drive slower despite the 30's, especially if you don't look forward, but go to the side.
