Carbon cannot be permanently deformed. Even if a deformation is so strong that the inner layer structure is damaged, it springs back into its original shape. A lasting deformation due to destruction would clearly be recognized by cracks and fracture edges. And apart from that, this is not a very heavily loaded place at the frame.

Whereas a small cavity at the place may have been absolutely necessary, because someone has noticed in practice that the space between the bottle holder thread and the pipe bend is not enough for a bottle holder, but you did not want to make the ( expensive!) negative shape for the frame completely new. At the place a little material is applied into the negative shape, nicely ground, gives a little more space for the bottle holder without needing a new shape.
