I wrote to someone on WhatsApp whom I've never written to before, but I deleted the message about two seconds later. Can the person still read the message via the pop-up message bar and see that I wrote them anything, or is it just as if I didn't write anything at all? Please reply quickly; it's urgent!

a deleted message can also not be read via the message bar. If the person Whatsapp uses quite normal as it is usual, the message will probably not be restored.

Yes, for a short time the message is actually readable in the message line. But this presupposes that the person then reads the message immediately. If you delete this message before it happened, the complete notification will disappear from the message line. I just tested this with 2 smartphones.
