“The software program is immediately available within the network.”

Here there is a (small) difference in the meaning of the two words:

The program is basically “present” without it having to be used by one of the users. If necessary, it is then “available”, so it is “available”.

These spare parts are always available with us, but they are not currently available.

Although the spare parts are available, they are not available.
