Can you download the Tiptoi files with any current netbook or notebook (as of 2024)?

I'm particularly interested in the game (see picture). I also have a Tiptoi pen at home. A friend has been helping me download the files so far. Now she suddenly doesn't want to help me anymore. I wanted to buy a cheap netbook, around €200, at some point. But can you also download files with a netbook like that, or does Tiptoi have specific requirements? As I said, a simple netbook with Windows is enough for me.
