Can you create your own shortcuts on your laptop?

I'd like to create my own very simple shortcut for a command like switching to energy saving mode, using a shortcut I've suggested myself. So, one that's not already in use, of course. It would be great if someone could help me with this or point me to a good website/video, because I can't find any instructions that fulfill my needs.

On the simplest and fastest way – if you have a link – no matter where you start, you can connect this link to a shortcut in the properties. e.g. shortcut for defragmentation or for disk cleaning. How to get to the energy options with a shortcut (just as an example)

how you can make it different or better I don't know but maybe there's an extra program to do it?

You could see if there is a file that contains an executable code and then it as .exe file change. Then you can create one in properties . Vilight is just enough Link out.
