Can tracking be prevented via ADS-B?

Hello,

As Jack Sweeny has shown with his Twitter bots, aircraft and the people inside can be monitored or a movement profile can be created using ADS-B and a small additional software.

ADS-B is an air traffic control system and therefore essential to ensure safe flight operations, but can the negative aspect of tracking public figures, for example, be prevented from a technical point of view?

What are possible solutions?

I don't know how that should work, since civil aircraft are obliged to

ADS-B transponder to be switched on.
