Can respiratory arrest occur several days after taking heroin?

Tolerated in the Netherlands, even offered by official bodies in Switzerland: drug checking is harm reduction and consumer protection. Why is this sensible measure still banned in Germany? And how can it be legalized? Is the German state guilty of denying drug users the opportunity to obtain information about dosage and cutting agents?
