No, the NRW semester ticket does not authorize the taking of other persons.
However, the NRW-Semesterticket is only issued as a supplement to a semester ticket of the respective regional transport network (depends on the university location), and on this ticket, extended regulations can apply for trips within the network.
Depends on what area.
With me it is so (Uni Cologne) that I can drive myself all over NRW, but only people in the VRS area can take along. The exact regulation is on the side of AStA 🙂
What exactly does VRS or VRR mean?
NRW is divided into different "transport areas", which regulate their ticket rates etc differently. The VRS (Rhein-Sieg) range includes, inter alia, Cologne and Bonn, in the VRR (Rhein-Ruhr) range lies eg Düsseldorf. The border is located at Langenfeld near Leverkusen, which means if you are at the University of Cologne or Bonn and want to take someone to Düsseldorf, then you can only do this in the VRS area, that is only until Langenfeld. In addition, there are at Cologne as far as I know the regulation that during the week you can only take people from 9:00 p.m. and at the WE :O
