This should be pretty easy if you dropped out. It's significantly more difficult if you were expelled.
Make specific enquiries at the admissions office of the university you are considering; that is all that matters.
Das hängt in erster Linie davon ab, ob du dich selbst exmatrikuliert hast oder ob du exmatrikuliert wurdest (z.B. durch mehrere Fehlversuche).
Wenn du dich selbst exmatrikuliert hast, dann solltest du überall nochmal studieren können, wenn nichts anderes in den Zulassungsvoraussetzungen der jeweiligen Hochschule steht.

I don't know if you need a certificate for that.
If I were you, I'd just think about where you want to study. Then call all the universities you're considering and ask what they need from you.
