Can I download an Android file on Windows, copy it to my Android device (cable) and install it there (if so, how)?

I have a tablet with outdated software, but I still want to use it to view Office files on the go.
Since I haven't been able to connect the tablet to the internet, I would like to download a free Android version via cable.
I tried it with three programs and it didn't work.
QUESTION: Does anyone know if and how this is possible?

Thank you for trying. Didn’t want to work yet:) I must say that the tablet is from 2012 and the Android version is 4.1.2.
I tried it with a card reader that also has a USB port. That’s what I connected the tablet, because it’s not found by the computer when I connect it directly to it.
I just pulled the files over. “Unknown Sources” I admitted.
If I try to open the file, the message “Error when analyzing the package” comes.
Maybe I don’t have the program to open the program. Do you know what program you need on Android to install a file? On Windows, it would be the .EXE file.
