1) QR codes can be copied as long as the decreasing quality of the analog (optical) copy can be compensated by the error correction.

2) QR codes can be decoded and then newly created (i.e. code => text => code), then there are no analog losses in the copying process.

3) Some codes are created user-specifically or only apply to a single user authorization, then a copy for third parties is of course either worthless or even dangerous.

As long as the QR code remains recognizable/readable, it is no problem. Also photograph and print again, or scan from the image shame with another device everything goes without problems. Even div quality losses forgive a QR code without problems…
