Can costs be passed on when renting without partial exchange?

When renting a property, repairs cannot be passed on to the tenant. If a solar thermal system was caused by a blockage in the circuit, and no significant parts were replaced, is this still a repair whose costs are borne solely by the landlord? The tenant is the sole beneficiary of the solar thermal system.

Repairs are at the expense of the owner. Renters only pay a BENEFIT

If the tenant withdraws, the property is still owned by the landlord, why should the tenant pay SEINE investment?

Removal of a “constipation” is also a repair. Costs cannot be transferred as operating costs. If the tenant has caused the “constipation” the landlord can charge him the costs.
