Can anyone recommend a programmable calculator?
It's supposed to be compatible with videos, pictures, and games and only costs 10-20€.

You don't get one for the price. Even used will be very difficult to impossible.
You have to think a little more realistic.
Highest a classic programmable, without scale creation, images etc. You could get used. But it doesn't help you with a recommendation, but take what you can get. 😂
