Can anyone improve?

Hello, I have some sentence structure errors etc. Could someone please correct them?

In general, only fourth-grade students attending primary school will be allowed to attend in-person classes starting May 7 and 8, 2020. Three days later, the other grades will be allowed to return to school in shifts, provided that all grades can be qualified to the same extent by the end of the school year. Due to the current infection rate, it is important that every student attends school on a daily basis to balance in-person classes with homeschooling.

Compared to the last school year, the regulations in schools in North Rhine-Westphalia have changed considerably. The rules were agreed upon jointly by the federal and state governments on Sunday, December 13th. The Christmas holidays have been extended for this year. Despite the crisis, schools will remain open for students, but students are not required to attend classes, although compulsory schooling remains in place. Students are offered the opportunity to learn and continue their lessons at home. However, the same rules do not apply to everyone. For students in grades 1 to 7, in-person instruction is recommended, but parents can decide whether they want their children to complete their qualifications at school or at home. Parents should decide this as soon as possible, as the versions cannot be applied alternately. Students in grades 8 to 13 will not have in-person instruction at school. They will have to continue distance learning until January 10th. Students with exclusive support needs are an exception.
