I'm the admin of a server and wanted to add a bot, but I don't fully understand the problem. I should have all the permissions to integrate the bot. Does anyone have any suggestions I can try?

You have to ask the owner of the server if it can be added.
Most likely the permission to create commands is too high for your rank and only the server creator can do that.
