Lost Bulgarian driving license, replacement license possible?

Hello everyone,

One of my colleagues is a Bulgarian citizen and also holds a Bulgarian passport. He lives and works in Germany.
He lost his driver's license (which he also reported to the police). He claims he has to go to Bulgaria to get a new one.
My question is whether he, as a Bulgarian living in Germany, can also apply for a replacement driver's license at the driver's license office.

• Old photo / copy of the driver's license is available
• Residence is in Germany

If anyone has experience with this, I would be very grateful for feedback
