Do you need a cat's eye on the license plate holder?

I wanted to ask if it is necessary to have a cat's eye on your license plate holder or if you can save the money?

Or are there any special things like the year the scooter was built that mean you don't need the cat's eye on the license plate?

And if it is not allowed, how high will the fine be if you drive without one?

Take the part, even if it’s only 15 euros.
