It’s not a good time, it’s a hard time. If there is no history yet, it is even more difficult to estimate the business development.

Remember, someone who sells his company has a reason for it. He thinks he makes more money with the sale (not another is a stock exchange) than with keeping it.

In any case, it is highly speculative to enter directly at the stock exchange start (see Telekom share a few years ago, as many people have sunk a lot of money).
