Boot from hard drive/BIOS?

Hello, I recently built a PC. All the components work, they spin, and the lights are on. However, the PC won't boot. I've installed an M2 SSD, a normal SSD, and an HDD. As soon as I open the BIOS, only the M2 SSD is displayed. The other hard drives are recognized but are disabled. I enable SATA_1 and SATA_2 because I have those hard drives connected here. However, when I save the changes and change the boot order (because the Windows program is on the HDD) and restart the PC in the BIOS, the monitor displays "No input signal." I then have to restart the PC using the power button because I have no image, and the changes in the BIOS are then discarded. Does anyone have any idea what I'm doing wrong? Also, the boot device LED on the motherboard is lit, which means the computer won't boot. I have the B650M Project Zero motherboard.

The Sata Ports should actually be active, so do not need activation.
The PC cannot boot as no Windows is installed yet.
You need a USB stick and a working Windows system. Then you can create an installation stick with the Microsoft Media Creation Tool.

This is probably in the legacy or CSM mode. Modern motherboards only boot in Uefi mode. Either way, you should reinstall Windows. If there are still important things on it, you can just put them down and then install Windows to the M.2. Then plug in again and transfer the data, then re-format the old hard drives
