We speak of “a bloodline” only in “direct line” of the descent. Since you are the daughter of your (German?) mother and your father, you can only search your “roots” directly with you.

In addition, if this is lived in your family, you can have a share of Romanian culture. Then you would have culturally also Romanian roots, for which the lived tradition and the common handling are decisive.

How much you want to feel Romanian, so also depends on you.

(On bloodlines, I wouldn’t give so much, culture does that anyway.)

No, your mother stays German, even if she witnessed a child with a foreigner. It’s not contagious. O

If your mother is a German, of course not. Your half brother has nothing to do with your descent.

Since your mom and dad are German, you are also German.

Good for you.
