My dynamo (or rather, the thing on the tire on my bike) doesn't work when it rains. Does anyone have a tip on how to get this thing on the tire to work even when it's raining?

Looks bad. Unfortunately, these side-mounted dynamos are known for spinning out of control in wet conditions.
You can improve it somewhat with fine adjustment. The dynamo's center axis should be precisely aligned with the center of the wheel. The friction wheel should run exactly on the designated grooves. The distance to the tire can also be varied, thereby improving the contact pressure. The tire itself should not wobble. Old dynamos often have a high internal resistance, which can be removed with WD-40. Yes, replacement caps for the friction wheel are also available.
But none of this helps; the technology is simply useless. It's better to buy additional LED clip-on lights.
If we're talking about the same thing, there are dynamo rubbers (different ones, new ones, or larger ones). And the dynamo itself can also be adjusted to be slightly more slanted.
There are dynamo caps that are pressed over the drive wheel. Larger diameter means more power and smoother running. Regards, Okta
The best option is to switch to a hub dynamo.
If the dynamo is slipping, you may be able to put on a new cap to improve friction.
