acquaintance drives despite having his license revoked?

My friend had a provisional driving licence and had applied for a card…his driving licence was revoked and his provisional driving licence and car keys were taken away because he was drunk…now the best part is coming, hold on tight…he has three cars and a second key for each one and two weeks ago his driving licence (card) arrived despite the ban…he was checked once, showed his papers and was able to drive on…how is that possible??are the motorway police not doing their job??…or is it normal that they don't check??
