I don't have any myself (yet) but I would be interested because I read that (as a hobby breeder) you can separate the offspring by gender or isolate males and keep females together.
Or can they be kept in regular freshwater? If not, how do you make saltwater for them?

I strongly suspect that this is a remnant of old skin. Like all amphibians and reptiles, axolotls shed their old skin as they grow, although in axolotls it's more patchy, unlike some reptiles, which visibly shed their skin completely relatively quickly. So I suspect this is a small remnant of old skin.
