ich bin in Österreich und möchte ein Auto aus Deutschland kaufen. Jedoch gibt es noch kein TÜV. Gibt es da etwas was ich beachten soll? Zuerst Kaufvertrag abschließen dann das TÜV machen? Denn so will es der Händler machen.

will the German TÜV bring you something? Is that recognized? then you can do that. If the German HU is not recognized in -A- but you have to go there again, then you can leave it! What’s in the KV? Will it be cheaper without HU? Who would pay the HU after the purchase?
I would make a pre-contract that I’ll buy when the car has TÜV.
