Oder kann das Amt bestimmen, dass die Person in eine bestimmte Gegend zieht, weil dort die Mieten deutlich günstiger sind?

Generally yes, but the accommodation must be appropriate. i.e. the rent must be in an acceptable framework. The additional costs as well!

And last but not least, the cost of the move must also be applied if you cannot pay it from your own savings.
