I know a self-employed web designer who lives and runs a business in Germany. He's originally from Poland.
He only accepts German clients on a contract basis or completes their work (website, etc.) on account. He provides legal support to these clients and observes tax regulations.
He's happy to accept customers from Poland, but he does it tax-free/under the table there. He doesn't want any invoices, contracts, or anything similar from Polish customers and has the money paid out privately to his Revolut account.
Do you think this approach is correct?
German customers therefore have to pay him taxes (net prices) and Polish customers do not have to do this.
I find this unfair to German customers.

Unfortunately, there is always a danger everywhere. I think it is fair for German customers, as they obviously have to take account of the expenditure tax. An issue should always have an invoice, otherwise it is a private edition and not to be assigned to the company.
Unfortunately, I cannot provide any information for the part in Poland, but I assume that you also need an invoice there to count it as an operating edition.
