Given the circumstances: suppose I want to get a driver's license and am not sure whether I can do so without an MPU?

My girlfriend has never been caught driving, nor has she ever applied for a driver's license. But she's not sure whether she's been reported for a crime and needs to take the MPU (Medical Test). If she requests a self-disclosure, might she be stirring up trouble? Anyone who requests a self-disclosure is surely subject to more scrutiny, right? It's kind of an admission of guilt if you're unsure whether you've been caught in a negative way. I mean, someone with a clean slate doesn't need a self-disclosure, right?
