Aruba switch "Packet buffer allocation has reached 100%" what does it mean?

There are constant short internet outages in a building, even though the connection is working perfectly. I'm seeing several such warning messages in the switch interface. What does this mean?

There can be several triggers for this.
The data packets must be buffered before being distributed to the appropriate devices, with the switch then reading the packet header. It's like a postman who has to read the address on an envelope before delivering the letter.
Depending on the MTU setting, the packages may also need to be fragmented. If the package is too large for the transporter, it must first be divided into several smaller packages to fit it into the postal van.
And then it could also be due to the queue. If too many packages arrive at once, the mailbox quickly fills up, and it takes a while until the next packages can be delivered.
So I would assume that the switch can't keep up with the surfing behavior of the building's residents or that something has broken.
Which switch is installed, how many parties are using the internet and is the internet, for example, constantly being used for large amounts of data, i.e. are several people watching Netflix or something similar at the same time?
A browser with many open tabs could also provoke this when opened if all tabs are loaded at the same time.
It's a 50MB line, and it's equipped with an HP 2530-8G, and all 8 ports are in use. I'm assuming the switch is defective because everything worked fine before.
