Yes, because according to the ICAO Gefahrgut table:

ICAO T.I. 2017-2018 – Provisions concerning dangerous goods carried by passengers or crew members

  • Allows NO in or as checked baggage
  • Allows NO in or as a hand luggage
  • Allows when guided on your own body YES
  • Approval of the air carrier(s) is required NO
  • The responsible aircraft operator must be informed NO

Small lighter

  • a) Maximum one per person;
  • b) intended for personal use; and
  • c) may only liquefied gas and contain no other, non-absorbed liquid fuel.

One-time lighter is allowed, but only on the body not in the hand luggage.
