Are you allowed to ride a mechanical vehicle without electrics, e.g. a scooter with a lever function?
Let's say I modify a scooter (not electric) so that it can reach an extremely high speed of over 20 km/h using a pedal lever. Do I need road approval for this, and what does the law say? What if I install a coal-fired motor?
As long as the vehicle is driven by the driver’s muscle power, you are legally effective on the bike. Which in the form of the Velomobil is quite good for 80 km/h on a flat course…
If the drive comes from a motor, you have a motor vehicle that needs at least one permit and liability insurance. The legislator doesn’t care what this engine is running!
Any power source that is not your body is a drive and makes your scooter a drive Force-Vehicle and thus subject to approval if over 6 km/h fast.
But a pedal mechanism (“Trett”) works exclusively with physical force, doesn’t it? Like the bike.

In good German you build a gear that translates the force into speed. This is what every better bike has; – ) Furthermore, a tretroller does not support the StVO, as children’s toys.
So the power source is the body.
Last time I looked after, bicycles were still allowed.

If you want to drive on public roads, the engine must meet all the technical requirements, including compliance with exhaust gas standards. The latter should be impossible with coal without solid filters.
However, such a motor would generally not make any sense, the coal would provide much too little energy without a sufficiently large delay to the part incl. To be able to drive riders great.
The size of such a motor does not even take into account, the space requirement for such a motor cannot be realized.
Mechanically and with pure muscle power is allowed.

Your coal engine is a motor. The energy source doesn’t matter.
The only thing you don’t need is AFAIK up to 6km/h or bike with max. 250W pedal support up to 25km/h.
