If, structural conditions such as poor insulation or insufficient ventilation in the upper floors can lead to moisture problems, so mold attack or worse is the case. So it's already necessary to make sure that the building is set up.

How often are these tops of the houses covered in fog? Significantly more often than the lower floors are wet-regulated?

Why? The windows are tight and often cannot be opened. Air conditioning dehumidifies everything.
