Do you mean the AppStore on the Apple devices or directly at the Apple Store where you buy the devices?
In the App Store you can definitely pay with PayPal. You need to deposit Paypal into your Apple account as a payment method.
As you need to register with your AppleID when buying Apple devices, I would assume that payment methods are taken from there, so Paypal should also be possible.
I can't say what it looks like in a real physical store of Apple. I think Paypal has a function that allows you to pay physically in the store, but I don't think Apple offers it. In the store you should pay more with ApplePay or correct cards.
