In GTA V, at the highest settings at 1080p or on FiveM, I have about 30-40 percent GPU usage and 50-60 percent CPU usage. Does this indicate a bottleneck in any way?

There seems to be no bottleneck. From the information you can only assume that the CPU is slightly weaker, or the GPU is slightly stronger. But this is also different from game to game. The CPU should actually be a little better so that what remains for the system.
So, the Cpu is already somewhat weak for the graphics card, however, this should not be a problem.
ps each configuration has a Bottleneck there is no configuration without Bottleneck and it will never exist.
No Bottleneck, now have the options of GTA5 no longer in your head, but if you have an FPS cap, get it out and see what’s coming to its limits (probably the CPU) – if you can scare the FPS, you don’t need half your system performance…
This is normal, FiveM is much more CPU more intense than normal GTA, much more custom assets, much more players etc.
A Bottleneck isn’t that, just that your PC could do more than you’re trying to do.
