No light gets “fast” red – there’s a “yellow” before. So you have enough time to slow down. The other seems not to have kept a safety distance.

If you drive forward, the traffic light will not turn so fast that you have to make a full brake. The yellow phase is usually quite long. And I mean, it’s longer on roads where a higher speed is allowed. This has not yet happened to me, which has to be braked so much. I think if you’re overly slowing down and it’s not necessary, then you’ll get a co-pity.
