Amazon account blocked Can Amazon still cancel order?

a colleague's account was blocked, with the following reason

What does this error mean?

He doesn't have another account or anything.

If there were any open orders for this account, they were canceled and refunded.

Although 2 orders were made that were opened, according to the above mail after 1h

2x shipping confirmation sent.
Can Amazon still cancel this? It's theoretically on its way. What do you think?
