Maybe these steps help you:

Restore iCloud Contacts:

• Go to iCloud.com and log in with your Apple ID.
• Click the icon in the toolbar and select “Data Recovery”.
• Select “Restore Contacts”
• You will see available versions of your contacts by date and time of their archiving.
• Click “Restore” right next to the desired version.But make sure it can take up to 24 hours until the archive is displayed if you have recently deleted a contact.

iMessage trick:

• If you have previously sent messages to the deleted contact, you can use this trick.
• Create a new message and type the name of the deleted contact in the recipient field.
• Tap the small “i” and create a new contact with the restored phone number.
• About iCloud backup:Go to the settings of your iPhone.
• Navigate to “General” > “Reset” > “ Reset all content & settings”.
• Confirm the query and redirect your device.
• Select “load backup from iCloud” from3.

Do not forget to make any changes to the contacts during recovery. The restored contacts should then be visible on all your devices with activated iCloud contact setting. 🙃
