My administrator (Windows 10) has disappeared,
probably after an update. I can now use programs
neither install nor uninstall . Some program icons
on the desktop have a small icon on the right,
they won't start now!!
I can no longer access my user account,
so I can't change anything there!

This is usually not a huge drama.
You have several options here
You can start your PC in Safe Mode by starting your PC and repeatedly pressing F8 (or Shift+F8 on some systems; you'll have to experiment). After that, you can start Safe Mode. Then you can create a new admin account -> open Command Prompt (run as administrator!!!)
(Command to create a new account) -> net user NewAdmin /add
(to assign admin rights to the new account) -> net localgroup administrators NewAdmin /add
Then restart the PC and log in with this account and try again
or you can perform a general system restore to the state before the update.

-> type rstrui and press Enter
-> then follow the instructions
