You can look for a long time. Ubisoft is not a big fan of Steam as it seems, but rather goes away the Epic Games.

Keys are barely sold for Steam as you already have to access the sale to get the game cheap on Steam.

You don’t come around Ubisoft Connect, no matter where you buy it. It’s a priority for Ubisoft games. It is even simpler to activate the key directly there.

While I’m pretty sure the Steam will only start uplay to play AC. I don’t think it’s possible without UPlay. But I’d like to teach myself a better

Go without a Uplay, and for Sims you don’t need to be compelled Origin, you just need to know how to do it.

Just like you say. Except for older Ubisoft games (such as AC 1, Prince of Persia etc.) you don’t need a Uplay Account & Launcher.

in a sale it costs only 12€, and it doesn’t make any difference whether you buy it on Steam or directly on uplay, as the game has to be linked to your uplay account anyway.
