Perfectly never.

The best place for almost all children is their own family. If this is not possible, children are best removed from relatives or nursing families. Only if this is not possible should a housing group come into question.

Children do not actually live in a group of homes, but with their parents. A housing group is there in cases where children cannot live with parents for any reason (e.g. because of violence, death of parents, massive misconduct, etc.).

That’s wrong. Parents can make this decision to give their child to a kiju group if they are overwhelmed by themselves e.g.
