When will SELV and PELV electrical engineering be introduced?

I understand the difference, but why should the voltage be grounded with PELV? In my case, that would be 12 volts DC, a safe voltage. The voltage is generated by a power supply that is also clamped to the DIN rail. Is there a reason to use PELV instead of SELV?

the 12 V are not grounded. At the output of the power supply there is current limit / fuse.

Error creates connection between plus 12 V and frame.

Now the question of all questions. Solves backup when power supply is not grounded?

if the power supply is not grounded, the 3 A current limiter would not run further despite grounding.
This means that all connected consumers with minus 12 V will be

if now a device is connected to -12 instead of 0V and this has connection via LAN to the router, because 3 A speaks something

would use the current limit, but does not do it because -0V isolated from the earth is thus unable to happen.

That’s exactly what I’m trying to make you realize that something can happen anyway.

If one of the components, such as SPS ect, is internal to ground, i.e. Minus input and the sensors come from -12 V it is destroyed or misconduct occurs
