At what point can rust no longer be stopped?
Rust needs oxygen, so if you clean it well and spray some rust stopper on it, it should stop, right?

Nö, the grate has to go down to the healthy sheet, the grate stop serves to treat the last bit of grate from the pores, then the primer, varnish and possibly the underfloor protection comes on it and DANN holds it again.

If it is to be good, you have to remove the grate completely.
