Well, the bottleneck is hard to find with that. If the GPU does not run to 99% utilisation, the GPU is not guilty. As a rule, then hangs on the CPU, where I guess the one with this board does not unfold full power.
So look at the GPU utilization

Benchmark the CPU for 30 min.
If the clock is going, or the temps become too high, the bottleneck is to be searched.

I would recommend you to buy a reasonable board
The CPU can nix if the motherboard components are overheated and thus not the full power.
Therefore, you should run a 30 min benchmark. That’s the free Prime 95.
If the CPU stops or overheats, it can test.
