Unclear question. IIRC can not solve this in this case to 100% by changing an OS setting and over-gluing the buttons because IIRC is a bit different when return button. That means you have to replace the keyboard if it is 100% correct. But you won’t get to change OS settings.

In Windows you can switch between the two layouts at any time using the [Alt] + [Shift] key combination. Alternatively, put the German Keyboard via the control system.
