Graphics card for 200€?
I need a capable graphics card that can handle at least 30fps in 4K ray tracing.

Wow I think you can't find anything for 200 euros what 4k over 20 fps probably creates less than that
and there is the ray tracing that makes it worse again
That might go with a 4070ti great but certainly nothing for 200€

"some" Ryzen 5 is not enough for FN, for example. With RT there are already some directions Ryzen 2700X or one very fast R5 recommended as base.
In addition, RT in 4K should already run roughly in the direction RTX 2070(S) or 2080(S). Also (used) alternatively in direction RTX 3060Ti to 3080.
