the combination is so balanced – that fits. Where an RX 6750XT or Arc B580 is preferred as a graphics card. These have 12 GB VRAM, which is already a great advantage.

With FullHD you can do it wonderfully.

However, these are only generically calculated values and no directly measured values.
The results are also covered on “60+ FPS”.
Then compare (in doubt) the FPS of the higher resolutions.
And all games have a different utilization of the CPU and Graka. The resolution also plays a major role.
Thus, each estimation, a bottleneck, is relative.
For example, I still work on a C2Q (4×3GHz), 8GB DDR3, GTX 1050ti oc (4GB + 1×6Pin PCIe), at 1680×1050, 60Hz (22″).
This still works amazingly well in older and old games.
And for working and “visiting” via Hdmi streaming stick, I have a current 27″ QHD monitor since this year (up to 165/180Hz, free and G-Sync).
It was originally planned for a new (modern) PC.

But I would not recommend the 4060. More like the RX 7600 or RX even better RX 6750XT.
Something “bottleneckt” always depends on game, resolution, settings, and above all whether it bothers you.
