The battery level results essentially from the residual voltage which a battery still has, but the temperature of the battery plays a role in this. A cold battery can not only deliver less power (i.e. has less capacity) but also has a lower output voltage in any charging state than, for example, at room temperature.
In order that the values do not fluctuate absurdly, one can naturally include the temperature, but whether the iPhone does that or whether this sensor is sitting at a position where the values are also representative, I do not know.
