I know you can't let two instances run simultaneously. What would happen if you started Steam in a sandbox.
So I used to do this, started over Sandboxie Steam with a different profile.

Since when Steam is started, the start link does not start a new Steam, but the Steam window of the running Steam opens/takes the foreground.
You could try it with a second steam installation. That might go.

Are you trying to log 2x into the same account? Sounds like that while your description sounds like 2 different accounts.
