You need the context. If there are no solid reimes etc, a poem works differently than if it has. Solid reimes give a poem harmony, regularity and you can easily preview what comes next. It follows a rhythm.

Without solid patterns, it is confusing and stocking, always new and unpredictable. You don’t know what’s next. It’s confused. So the author probably perceives the situation.

I could imagine several things:

• For the poet, the situation is still so ineffective that he does not want to express it loudly.
• It’s not important for him when it happened.
